# Passport

*The passports will serve as Nitro Cartel’s initial governance vehicle, as the proof of membership to the Cartel, and an inscribed marker of early-citizens contribution to its formation.*&#x20;

**Introduction**

Nitro Cartel is an Arbitrum-native project that aims to improve chain-level governance structures and fix the incentive misalignment issue of chains, project founders, users, and investors. For our pre-launch, specifically to reward early and keen supporters of Arbitrum and the Cartel, we will issue passports as our initial governance vehicle. \ <br>
